Steps to Reproduce

Expected behavior:
Open configuraton window or file window

Actual behavior:
Atom opens and presents the menu in menu bar.
It opens the window to pickup a file, but silently ignores command ( does not open editing window).
It does not open the Config window.

Reproduces how often:
Systematically

Versions

Atom : 1.41.0
Electron: 4.2.7
Chrome : 69.0.3497.128
Node : 10.11.0

ProductName: Mac OS X
ProductVersion: 10.14.6
BuildVersion: 18G103

Additional Information

I tried safe mode, renamed the ~/.atom-backup, deleted the whole installation, and reinstalled the image file, but to now avail.

I have also attempted the advice on how to update to the latest version on MacOS

It seems that Atom itself is unable to start Chrome, or something?
